This document presents possible themes for a Ministerial Communiqué regarding the Intergovernmental Ministerial Event facilitated by the UNHCR on the occasion of the 60th anniversary of the 1951 Convention relating to the Status of Refugees and the 50th anniversary of the 1961 Convention on the Reduction of Statelessness. It was produced for the first of three preparatory meetings, held on 4 March 2011.
