This discussion paper, prepared for the High Commissioner’s Dialogue on Protection Challenges, is divided into three sections. The first section sets out the basic understandings that guide UNHCR’s involvement in this policy domain. The second identifies those migration-related issues that are of direct relevance to UNHCR’s mandate for refugee protection and solutions, and explains the primary concerns and objectives of the Office in each of these areas. The final section of the paper presents the strategy that UNHCR is employing to attain these objectives.
