A matrix of consolidated comments from Global Cluster Leads, the IASC organizations, and the Cluster 2 Evaluation Steering Group regarding the “Zero Draft” of the Synthesis Report of the Cluster Approach Evaluation Phase II. These comments were consolidated by the OCHA Evaluation and Guidance Section into a matrix, and include the “reaction and comments” from the consultants of the evaluation.
