CBPF Resource Facility

Supporting local and national NGOs’ effective participation in OCHA CBPF and RPF country and global governance processes


Local and national NGOs (L/NNGOs) bring invaluable expertise, local knowledge, and frontline experience to humanitarian response. To ensure their voices are heard as key stakeholders in the OCHA Country-Based Pooled Funds (CBPFs) and OCHA Regional Pooled Funds (RPFs), the CBPF Resource Facility was collectively launched by the Pooled Fund Working Group (PFWG), the CBPF NGO Dialogue Platform Advisory Group (PAG), ICVA, and interested donors.

The Resource Facility enhances L/NNGOs engagement in CBPF and RPF governance by facilitating their participation and equipping them for meaningful participation at both national and global levels, including Advisory Boards and PFWG meetings and field trips.

Through financial and technical support, the Resource Facility strives to ensure L/NNGOs’ voices shape funding decisions, strengthening locally led humanitarian action.

The CBPF Resource Facility is open to:

  • Local/National NGOs (L/NNGOs) nominated to serve on the country-level CBPF or RPF Advisory Boards.
  • NGO representatives and co-chair on the PAG.
  • Local/National NGOs (L/NNGOs) selected by the PAG to attend meetings and/or field trips.
1. Country-Level Stipends

An annual stipend of up to USD 1’000 is available to each L/NNGO serving on a CBPF or RPF Advisory Board. The stipend is to cover costs associated with the attendance of Advisory Board meetings, including for example travel costs, background consultations or research, or compensation for any form of salary loss due to the participation in the Advisory Board.

Please note that stipends are disbursed directly to the L/NNGO, not to any individual representative, because membership to CBPF/RPF Advisory Boards is organisational rather than personal.

2. Global travel costs

The Resource Facility covers the international travel costs of L/NNGOs invited to attend the Pooled Fund Working Group (PFWG) meetings and any organized field trips.

These costs include travel, per diem, hotel, and any visa costs, as per ICVA policies.

The Facility will cover hotel accommodation for the day before and after each meeting as needed to enable in-person meetings of the PAG.

3. PAG L/NNGO co-chair stipend

When the PAG co-chairmanship held by a L/NNGO, a monthly stipend of USD 1’000 will be provided to the to cover all costs associated with effectively co-chairing the PAG and providing leadership within the CBPF-NGO Dialogue Platform and the PFWG.

4. Learning and mentoring programmes

ADD SENTENCE ON COMPLEMENTARITY BETWEEN TWO PROGRAMS + OVERALL VISION

Learning program: From January 2025, the Resource Facility will run a learning program for all eligible CBPF AB L/NNGO representatives. This program will offer monthly online learning events designed to enhance the knowledge, skills, and confidence of participants, thereby enabling more effective participation in CBPF governance. Sessions will be held online and accessible in English, Spanish, French and Arabic via Zoom. Participation in the learning program is voluntary, but highly encouraged.

Mentoring program: Each year, the Resource Facility will also run a mentoring program for all eligible CBPF AB L/NNGOs. The mentoring program will provide structured and tailored support to eligible L/NNGO representatives to facilitate their meaningful participation in CBPF governance mechanisms.

The CBPF Learning Programme

The CBPF Learning Programme is designed to address the capacity gaps of CBPF and RPF Advisory Board members from Local and National NGOs (L/NNGOs).

It aims to build participants’ knowledge, skills, attitudes, practices, and confidence (KSAPC) across six key objectives:

  • Enhancing technical knowledge;
  • Building strategic advocacy and communication skills;
  • Promoting inclusion;
  • Advancing localisation;
  • Fostering confidence and leadership; and
  • Facilitating peer-learning and collaboration.

📌 Needs Assessment & Participant Engagement

  • 23 out of 30 booked one-on-one interviews completed (77% completion rate).
  • Outreach to over 70 individuals to offer consultations and gather insights.
  • Participants engaged from 12+ countries across Africa, the Middle East, Southeast Asia, and the Caribbean.

  • Development of a structured curriculum with three core modules:
    • CBPF Governance Fundamentals
    • Strategic Advocacy & Leadership
    • Inclusion & Localisation
  • LinkedIn Community of Practice created for ongoing engagement and networking with participants.

📌 Launch Event Success

  • 40+ participants attended the Onboarding & Co-Creation session on January 29, 2025.
  • Live interpretation provided in four languages to ensure inclusivity.
  • Four key video segments produced to recap discussions for those who missed the session.
