Counterterrorism, Sanctions and Principled Humanitarian Action in the COVID-19 response

This event will explore the impact of counterterrorism and sanctions measures on principled humanitarian action, as well as how they impact the humanitarian response to the Covid-19 pandemic. A number of challenges are reflected in a growing body of research, and in the daily operational difficulties they present to humanitarian organisations as they carry out their work, such as the independent selection of beneficiaries, carrying out bank transfers, engagement with non-state armed groups and the provision of healthcare. The discussion will look at steps taken by humanitarian actors to overcome these challenges, as well as how they monitor and mitigate the risks that may arise from the need to comply with counterterrorism and sanctions measures.
