Lessons Learnt from the Inter-Agency Humanitarian Evaluation of the Response to the Typhoon Haiyan in the Philippines

The IASC’s Transformative Agenda introduced Inter-Agency Humanitarian Evaluations (IAHEs) as the final component of the common Humanitarian Programme Cycle (HPC). IAHEs are automatically triggered by the declaration of a system-wide Level 3 (L3) emergency, and focus on collective results and learning from the overall inter-agency response.  Following the activation of the L3 for the Philippines on 12 November 2013, the first IAHE was conducted.  This brief presents the main lessons learned from the evaluation.
