Overview & objectives of the event:
As the humanitarian sector intensifies its focus on localisation and operational efficiency, pooled funds have been identified as a vital tool to drive these goals forward: The Humanitarian Reset proposes that one-third of global humanitarian financing be channelled through Country Based Pooled Funds (CBPFs).
Pooled funds, including CBPFs, offer significant opportunities for strengthening effective and inclusive response. However, in practice, risk sharing between donors, pooled fund managers, implementing partners, and sub-grantees—remains a persistent challenge, limiting their full impact.
ICVA’s new report, “Risk Sharing in Pooled Funds: Insights for Donors, Fund Managers and NGOs on Advancing Risk Sharing and Localisation,” presents a thorough analysis of risk management practices across four key humanitarian contexts: Myanmar, Sudan, Syria, and Ukraine. Drawing on experiences from pooled funds managed by OCHA, UNOPS, the Aid Fund for Syria (AFS), and the Start Network, the report identifies systemic challenges, showcases promising practices, and offers actionable recommendations to advance equitable and effective risk sharing.
